Bronze Badge ID Help Please

I found this unusual bronze moulded badge on a club search last weekend. We were on a West Surrey farm and the item was recovered from pasture in a North Downs valley. It gave strong 83 signal on my Garrett AT Pro and was about 4" down.
It measures 38mm wide x 41mm high x 7mm deep around the edge. At 31 grams, it is too heavy to be a cap badge. The rear looks as though it has been designed to minimise the weight though. There is no evidence of any plating or any brooch type fixings.
The front has a cross, a saltire and what appears to be the top of a mace. I am not sure if there are bits broken off from the "horns" at the top. There is a scroll "foot" on either side at the bottom of the shield but the the right hand one is bent backwards.

I would like to know what it is and would be very grateful for any input.

Bishop is a good shout - I was considering part of a Mayors ceremonial chains? No real evidence or proof - just what came straight to my feeble, and somewhat warped, mind........

I looked at images of bishops mitres before I posted but, didn't find any with a cherry on top. :D
The mace in the photo below looks similar though.

It's a Bishop's mitre. Modern ones might not have a cherry (or a small cross) on the top but old ones certainly did!

The other two thirds on the shield appear to have the symbols of St George and St Andrew in them so the whole thing exudes religion. Unfortunately that doesnt really help me identify what it actually is. :D
