Looks like a ball bearing race on the inside and well-worn teeth on the outer.
13 teeth is a popular number for cycle free wheel races.
Below is a BMX recent version, although, if my guess is correct, it is obviously older.....

Can’t find a pic of one. I’ve had a few in the past but more modern and I think they were slightly different. Just a thought
