a Mini Hammy for ID

Found this little fella t'other day.. About 4 inches deep
AT pro, pro zero, no disc, full sens, 46-48 on screen
No legends visible, except for Civitas
At first I thought it was an Eddie IV york episcopal mint ( Quatrefoil in centre of reverse cross). But the annulets either side of the neck didnt match. Next thought was an Irish issue, pos Waterford mint.
All corrections gratefully received!
