Review of the Portable Antiquities Scheme Partnership Model

As a part of the PAS Strategy Document 2020 a review has been carried out by an outside consultancy for the British Museum which fund the PAS, looking at the schemes partnership model.

The report was published in March this year.It has drawn on responses from a list of consultees some in house at the BM the CBA Director as well as local partnership organisations.

All I can find on the review is a news article from the consultancy that produced it.


DC Research has been appointed by the British Museum to conduct a Review of the Portable Antiquities Scheme Partnership Model. The Portable Antiquities Scheme (PAS) is a partnership project which records archaeological objects found by the public in order to advance our understanding of the past.
The overall sustainability of PAS both in its current funding context, and also in terms of future opportunities, will be a key focus for the review. The review will also capture the benefits that PAS generates for its 33 partners, through understanding the range of different approaches to how the service is delivered, and the role and contribution of partners

Think thats about it......... happens to almost every public sector organisation.

If you are lucky the "review" (cost cutting) is done internally (less harsh).

If you are un-lucky the review (cost cutting) is done externally (harsh).

I`m taking a wild, but educated ,guess that DC Consultants are not providing their services for free so will A: Need to "prove their worth" and B: Will have expectations to "identify savings opportunities".


It will not be pretty and will be harsh.

The problem lies in the fact that it was a report produced for the BM and hence the findings and recommendations are likley to remain confidential depending upon the decisions made by the PAS managers.

The NCMD has a copy of the report due to its membership of the Best Practice Working Group. However what we can reveal of its contents is probably very limited ,but it does draw some interesting and wide ranging conclusions. Seems that there will be changes to come.

Can it be obtained via a freedom of information request?

I've emailed the PAS to ask for a copy...

It was carried out by DC Research who seem to do a lot of this sort of reviews...

Can you let us know if you get a copy. We have always adhered to confidentiality expectations which come with the membership of the PAAG and BPWG.

There are benefits to being part of the system with insight into what goes on behind the scenes and the opportunity to comment and change aspects which are not perhaps beneficial to the hobby. It does not always work as we saw with the Code of Practice, but it would be difficult sitting on the outside to change anything.

If a copy comes your way feedback would be appreciated. It contains some telling statements and eye opening suggestions to fund the PAS.

They were pretty good/quick responding when I asked them for a copy of the new guidelines (that they'd not put online at that point)... so fingers crossed they will be again.

And yep, will let you know asap... I don't think they can say no as the BM are covered by the FOI.
