Mystery item plus hammies for ID pls

Mystery item plus hammies for ID pls

Can anyone please help with an ID on this odd item and a couple of hammies please.

The back is the same as the front. It's made from a copper alloy and it's 45mm long x 30mm wide. I'm assuming a horse harness decoration as the loop seems to have had a lot of wear possibly from jostling around, but never seen one this shape before if so.

Also found a nice Henry 8th coin, bent into a love token. 20mm diameter.
