I don't know for sure what it actually is (brooch or pendant?) but I think it's probably Victorian and is carved antler/bone set in glass.

I'm leaning towards it being a pendant which has lost it's loop and back.

Whatever it is, I like it - I think it would make a nice Christmas decoration (if that's your type of thing)
