CTX, what an awful thing to happen, and to get a shrug of the shoulders explanation from the people responsible for caring for the items you discovered just adds insult to injury.
Would there be any benefit to a Freedom of Information request to determine the scale of 'lost items'? Say over the past decade.
Without evidence of a systemic problem relating to the duty of care for the finds they are entrusted with it may be difficult to force any meaningful change.
Being a lone voice can be an uphill struggle, but if there is an issue, and there were evidence, then maybe it's something clubs/community could come together on when approaching PAS?

Good shout, Foi enquiry would help to highlight the scale. I wonder if the likes of professor Alice Richards would be a sympathetic ear. They like us surely risk loosing valuable historical artefacts from the areas in which they are stored. Everyone has a vested interest to ensure that processes is followed and items are properly recorded. There's also a risk to future permissions, if people don't trust that items found on their land will be reported then I'd imagine they will be less likely to allow detecting on their land.
