What kind of brooch is this please?

Found this today on my first go on stubble.
The front has a raised snake on the right with a raised eye and a curled tail. It is about the size of a 20p coin.

Looks like horse harness furniture of some description

I have to say i would lean towards the clothes fastener.....it would explain the snake.....nice finds...
