I think they were the poor mans Pipe Tamper, because most were very nicely decorated.
There would be a small wooden handle on the one end. Seen one with an Ivory handle or what was left of it.

They look like coat hooks to me with the screw end rotted away, but I could be totally wrong. B-) OooO

No not pipe tampers wrong shape they are a type of clothes hook or hat peg, like Shufly says you can see where the iron screw has rusted out.
Used to have a field near me where i dug loads of them.

Must admit mate i thought they were pipe tampers till the FLO had a look and told me otherwise, some of the tampers are very similar.

I thought that perhaps they are old gas lamp brackets from the victorian/edwardian periods? :)
