ID/Age help please.

Hi all, New hear.
Could anyone help with an age/ID of this item. It was found in the taw estuary in north devon, I guessd it was a brooch from the broken pin? on the back.
As for age I wouldnt really know? its quite crudely made.
Any help appreciated :)
