Can I just point out to anyone who may be visiting Orkney or Shetland on holiday and fancies detecting the foreshore in those places that a different set of laws apply.
Under Udal law the crown has no prior right to the foreshore and the landowner owns the foreshore to the lowest low water mark, in fact it is to the lowest ebb tide.
So detecting the foreshore in Orkney/Shetland requires the landowners permission.
Can i detect beach without permit ?

It is wrong for you to give advice to people detecting in the UK based on Netherland laws. The OP asked specifically about detecting in the UK, therefore all laws pertinent to the use of a metal detector must be UK laws.
It is also important that people research the likes of The Malta or Valletta treaty for themselves to ensure they operate within the law.
You stated that article 3 sub 111 says there must be some kind of authorisation to allow metal detecting !!! In normal English Governments MUST ALLOW metal detecting within reasonable specifications. "
What article 3 actually states is that "the use of metal detectors and any other detection equipment must be subject to specific authorisation. Otherwise the arbitrary use of such equipment leads to destruction of context by digging up anything that the machine registers without knowing what it actually is"
I interpret this to mean that authorisation needs to be sought before using a metal detector.
We could probably go on discussing this subject for ever, but the fact still remains that whilst detecting in the UK, the detectorist must comply with UK law. Breaches of these laws can result in criminal proceedings being taken against the perpetrator.
To end,
I would state that in your country if you are allowed to detect anywhere you wish on public ground then you are indeed fortunate. In this country we have laws which we must abide by or be liable to the consequences.
