Important additional Info -
Detecting is allowed on all Fylde Council's beaches. They request that all holes are backfilled and that no detecting or digging takes place in the sand dunes, as they are a protected feature. They do not allow detecting in any of their parks or gardens.

IMPORTANT UPDATE:
When I posted the above post I didn't really realise that Lytham and St Anne's are two separate places. Lytham doesn't have a proper beach, it's estuary and is EXTREMELY DANGEROUS.
There is shelving, mud and unpredictable tides with very fast current. YOU HAVE BEEN WARNED.
St Anne's is a massive beach, and people were bathing on it, and there's a pier, so it seems safe, I didn't venture onto it with my detector though.

I detect the top part of St Annes quite a bit, I guess it becomes a bit blurred what is classed as Blackpool and what is St Annes for me as I can start in one area and end up in another.
From South Pier to Stargate the wife recently found quite a few Snider .577 Bullets and a few smaller bullets from the same era, as well as the normal coinage one can find there. That is probably still classed as Blackpool?
From Stargate heading down towards Todmorden Road on the St Annes North beach we have found a lot more modern Ordnance, .303, .30, 9mm, 0.45 and 50cal etc including a recent find part remains of what I think was a 25 pounder shell from the beach training of the forces 1st and 2nd wars.
The area also has provided some pre decimal coins, old jewellery etc as at one time there would have been the Holiday camp there and before that it was a tent camping area?
Down by St Annes pier we have found some pre decimal and modern coinage. I will be honest and say that I have not gone further south than Fairhaven Road area passed the beach huts, that is where the coast starts to bend around to Lytham and becomes the estuary of the river Ribble. The sea can end up going a long way out, it looks marshy, and although I have seen people walking far out with dogs I have not really ventured out that far as there is what I think is channel markers dotted around so to my mind not an area to treat without taking great care and knowing where it is safe.

When we were in Blackpool last summer, the only detecting that I saw being done was right up the other end, to the north of Blackpool, more towards Fleetwood.
We had parked our car in Fleetwood and then cycled along the sea wall to where there's a beach side café, which is just where the path becomes mixed traffic, pedestrians and cyclists.
I wonder if that area is any good? I think that would be a different authority though.
It's nice to hear that some stuff was found at St Annes though.

It may seem strange but I believe that Lytham and St Annes is part of Fylde Borough, including Warton and Freckleton along the Ribble inlet.

The silver Thimble that I use as my Avatar was found on Cleveleys beach, mainly there I find lead fishing weights as the area is popular with the fishermen that can be seen amassing when the tides come in during the day.
I have seen other detectorists in all the areas along the west part of the cost line. But as I mentioned I generally I stick to the area between South Pier and St Annes Pier. No great finds, but is a nice area to learn my machine and is good for Ordnance, the more lead I remove and other crap the better the beach must be for it.
