In my limited experience with the treasure process, the TVC place a value on your item based on their experience, but mainly from the estimates of a well known auction-house.
For a medieval brooch I found, I thought they'd undervalued it, so proceeded to put an evidence pack together to counter the valuation. Unfortunately for my wallet, after speaking to the landowner, we agreed just to simply donate it instead.
My advise would be, expect a low valuation, gather as much evidence as you can from previous sales of similar items, and propose an alternative value when and if a museum wants to buy it.... or you could donate it [88/]
