What are your thoughts of attached find? Bottom of a shell casing?

Doubtful. Doesn't look like anything I've seen before. Can't imagine why a shell case would have rings cut into it like that......and it doesn't look like brass either. There were some steel cases but 99% were brass, and that doesn't look like either.
